Universal Recycling Ordinance (URO)
The City of Dallas's Zero Waste Plan includes an option for City Council to consider a Universal Recycling Ordinance (URO) in 2019 if recycling participation does not increase significantly.
UROs are typically used by cities in order to require commercial and/or multifamily properties to provide recycling for their tenants, guests, customers, and/or residents. They are typically phased in over time (1-3 years) and allow for exceptions in the presence of specific conditions (significant space constraints, etc.)
Texas cities with a URO include Allen, Austin, Fort Worth, Lewisville, and San Antonio. Only Austin's URO currently addresses bars & restaurants.
